Question about netcode

I have one question that has been bugging me for a while now.

From what i've read Starbase uses hybrid of server and peer to peer technology.
Now, i'm not exactly an expert on server tech, but given that Starbase is defacto base-building / FPS Game, how will be low ping mantained if, for example player from China plays in the same instance as player from USA without much latency?
I'm asking, because ping below 60 is a must for FPS gameplay, and i just can't see how it could be done.

There is no physical way to ensure good ping between other ends of the world. The signal will take that 250ms at least, no matter the netcode.

P2P should be faster, as data doesn't need to go through the server. But if fast enough? Hard to tell.

Not sure if they plan stuff like client-side hit detection, because that seems easy to abuse (lagging on purpose to make aiming easier).

This worries me:
Taken from Starbase collected FAQ
LauriFB (5/30/19): Each player experiences him/herself without lag, other players are seen based on connection between the players
Sooo, if i'm interpreting this right rubberbanding and lag will be common sadly.
