Where'd you hear this? It's hard to keep up with the state of the game. This is the first I'm hearing about the sandbox mode being scrapped, too. I was looking forward to being able to hop into it.
The only sandbox games I've ever played with meaningful conflict have been when there are important static points of interest or nonrenewable resources worth building a base around. From the sound of the current state of Starbase, there isn't really any of that. There are rare asteroids, but...

pleasantly surprise us all and pull off what they've said they're going to do

Those networks will come back. They'll most likely be set up faster, too, since the builders already know exactly how to go about it, and others who understand the value will likely want to contribute.
