I am really sorry for creating this problem thread again, but there is no solution to my problem anywhere on forum or internet.
I've played Starbase two years ago from this steam account.
I'm not using Steam family sharing.
Deleted options.txt
Verified Game files
Moved game folder to different harddrive
Enabled the game in firewall
Turned off firewall
Unplugged all USB devices LOL
Set steam networking and server pings
Deleted cache files.
Run as administrator
Run at all compatibility modes
Windows 11
All drivers and game is up to date
NOTHING WORKS - HELP!!!
By the way, I can log in to STU without any issues.
The only log I can find:

Oh I am so embarrassed. The next day, I bought new PC case, transferred all PC components into it, turned on Starbase and it worked. How could a case change help me I wondered....
Thank you @Askannon for solving this mystery for me.
