The ISAN is awesome! It's vey cool that navigation has an ingme phisical basis. The downside is that the signal extends for 1000km only.
So my suggestion is to allow the players to build some kind of retransmitter stations that retrasnmit the tower signals and make possible to use ISAN in their broadcast range.
The retransmitter owner decides who is allowed to use the tower and can sell subscriptions (like an internet-provider). The retransmitters could also broadcast some kind of news and AH prices from different stations.
