Where can I find premade ships Hauler and Romulus?

I have seen videos showing off these ships, when I check the wiki Ship Shops page, none of the ship shops have these ships listed.

Do these become available after leaving the safe zone or is there a progression needed to unlock them?

These ships are located in the developer ship shop. It is the shop with the huge hologram saying "buy a space ship" over it in the middle-ish of Origin station.

Also, there is no progression besides your own real skill and knowledge and accumulation of wealth.
