It can, I’ve personally ran it fairly well on a lower end system (lower than this)
It was bumpy a few times, but generally it was pretty good

may i ask what card and specks your unit was?

Minimum states merely having a processor is fine, but you'd want to have something that is good or okay. I've got both a garbage R9 380 gpu and an RTX 2060, and the difference between them is minimal. Lowering my monitor resolution also pretty much just decreases my fps. It seems that the game requires you to have an 8 core CPU for the performances to be good. I've got a Ryzen 5 2600x, but it's painfully laggy whenever more than one ship is loaded.
You could probably run the game better than I am if you have a worse GPU than 1060, as long as you've got a good CPU and enough RAM.
