Can multiple people be in the construction of one base?

Yes they need to add permissions to you under the station tab in the I menu. Then if build permissions are given you can press . to activate EZ Build mode for your station.

Just be careful with this mode as it will break some items and any ships in the green cube area (Renaming thrusters) if it hasn't been fixed already
