Situation:
Looking at how resources are distributed, how abundant they are and how all kinds of ores are avaible in numerous places.
It seems factions will never be able to control flow of any resource , moreover with abundance of everything, there will be no economic sense to fight over any of ores.
Without that there wil lbe no real power struggle, and any faction conflict will be waste of effort and resources.
Sure there wil lbe some organized scuffles for fun but not nearly enought to destroy enought resources to create necesary resource sing for economy to kick in.
Suggestion:
There must be some kind of interest points or chokepoints towards some kind of LIMITED and important resource so factions can benefit somehow by seising control.
Alternative way would be creating broadcasted localized spawns of something important so factions would engage in large scale conflict over that.
The way things are right now there will be no large scale war im afraid.
Question:
Are devs planning some kind of new resource to create some real scarcity?

Short answer: Yes. Kinda.

Longer answer: some alloys will need to be made in particular places. So control of those locations will be relevant, and therefore probably (hopefully) contested.

The game model is substantially incomplete; there's no cause for alarm just yet.
