Will there be rules about going out of the safe zone and shooting down every ship u see personally i see that as annoying leaving the safezone to someone sitting near by waiting for u to go mine and then killing you on sight for no real reason except for your ship or it might just be fun

Most likely not.
You see, space is unmanaged area open for everyone and you can do whatever you want. Nobody can rule or monitor an infinitely expanding area, but I assume there are going to be bounties which you can set on players.

You can compare it to a minecraft anarchy server. Both are gonna be utterly chaotic.

Outside of the safe zone, combat is unrestricted.

Keep in mind the safe zones are large. You can't reasonably "camp" every possible exit from a safe zone. If one area is dangerous, exit the safe zone somewhere else.
