Mining Laser is Weaponry?

In blueprint editor Mining Laser, Ore Collector, Tracktor Beam are all in tools category, but Mining Laser is limited by Weaponry?
Is that limit category intentional, or is that an accident?

I wanted to try a project with some more mining lasering and am limited, that's why I ask.

Yes, I think it counts as a weapon.

Yeah if 2 Lasers cross each other meaning they hit each others body the laser will destroy it and if you aim it at a ship in pvp zone will destroy anything the laser touches but only has a range of 20M that's not as far as you think and will prob be gun down before you use them.

The Mining Laser can be used as a weapon but would not be effective to use it as such. Chances are you would be taking out before you got any where close enough to use it as a weapon.
