Is there any plans for a private universe feature similar to Elite Dangerous for smaller groups of players to play together in?

There are not. Sorry. There was a sandbox mode planned at one point, but it was shelved.

There used to be plans for a sandbox gamemode for Starbase, which have since been postponed as FB wanted to see if the one universe we have is sufficient for everyone. The idea is not completely off the table, but for now the best we'll get in that direction are the instances for the ship editor and its test flight mode you can enter alone or with selected friends. But something akin to private servers or small-scale multiplayer is rather unlikely to arrive.
