30km seems quite generous, is there any explanation for the massive change? And for clarification does the second bullet mean being able to make perm safezone bases? Will this be some Origin style deal now where folks can have bases inside this 30km SZ that can never be touched and then folks can choose to have bases outside of that SZ on the moon?
