Safezone changes

Here’s an idea I had for how safezones could be changed:

Station safezones would be split into two zones: let’s call them the ‘blue zone’/ ‘shield zone’ and the ‘green zone’ / ‘jurisdiction’. The blue zone is the closest 1500-2000(?)m zone where you can currently access station storage and despawn your ship. When inside this zone, a physical energy shield appears around your ship, powered by a shield generator building on the station, which protects you from all damage.

The green zone is the 30km or so outside the blue zone where currently you are immune to damage. This should change so that without the station shield generator, you can take damage from asteroids etc., but you still have to abide by laws set by each station. Players would have options to set their own laws within their station’s jurisdiction, some of which would be automatically enforceable, and others they would need to back up themselves. The Origin stations would have massive artillery attached that enforce their rule with absolute authority. Their laws could look something like this:
-Killing other players (inside jurisdiction) is not allowed, and is punishable by a fine of 10% of your bank balance. Repeat offenders in a short window (those that just want to grief) are banished from Origin. Looting players / ships is also considered ‘contraband’, and you’ll be fined if you attempt to sell it or leave Origin with it.
-Sale of weaponry is banned (for this you have to go to player stations, or other NPC stations)
-Entering jurisdiction with weapons attached, or arming your ship, is not allowed. Players that do so will be sent a message to their transponder giving them 30 seconds to disarm, or else be dealt with as a pirate.
-Ships without a transponder are automatically assumed to be pirates.
-Players can disarm their ships either by removing their weapons manually, or by allowing the station remote-control access (perhaps with an advanced transponder item, which could also open up potential avenues for ship hacking?) to disable their weapons while in jurisdiction.
-Players are asked to give other ships a berth of 30 metres, to avoid collisions + griefing. This can be enforced with fines + remote access engine shutdowns for repeat offenders.

Here’s my reasoning behind these changes:
-It’s just more immersive to see a real physical shield preventing damage rather than simply being magically immune.
-Makes mining asteroids within the safezone a bit more exciting and challenging without going full-PvP, and will force new players to learn at least a little bit of ship repair, and how to fly carefully.
-Opens up a bunch of options for having different dev stations with slightly different laws, as well as more options for player stations.
-Forcing players to leave Origin to get weapons gives them an incentive to explore.

An example of how a player station law could work. Let’s say you can choose whether or not to allow other players to mine asteroids within your station’s jurisdiction. First, you’d need to build a scanner building that can detect and message any ships that enter your range. A basic station would only be able to automatically message any players that start mining and tell them to stop. If you’re online you could go out and fight them, or if you belong to a larger faction they might respect your claim and leave, especially if they have their transponder turned on and can be identified. But to automatically enforce your claim on asteroids and protect your borders, you’d need to build the station up to having artillery or autonomous drones, if that ever becomes a thing.

Other laws could include: taxes on trades, allow other stations to be placed, allow unknown players to enter jurisdiction, allow combat, allow weaponry/ other items, tax import of certain items, etc.
