No. Its not even remotely true that everyone maxes speed, nor is it true that most competitive anything strive for it. I don't think any of Okim's designs hit 150 m/s for example.

The entire motivation for combat, which is one of the few things in the game right now, is faction conflict. Alpha is where the big changes and super strict rules belong, not a game open to the masses. Every MMO has learned this, often the hard way.
