Saltberia and neutrality

Saltberia is supposed to be under empire rule

so picture this scenario
lodestar goes to war with empire and kingdom (unlikely)
if lodestar captures a prisoner and sends them to saltberia empire can just free them
how will saltberia work so that it is neutral and not alighned

Saltberia is a prison for people griefing in starting safe zone. Admins can send people there, not players.

It's not for players to send people there it's only admins

The VIS' in charge of Saltberia, not the whole of Empire.
I'd imagine there'd be some long shot on how VIS has independence or something to send people who commit crimes to be sent there.
Oh, and admins just magic the offenders into there.
