I think Pirates will be a really interesting part to everyone's existence in Starbase, it will add the notion that space is not a friendly place and that you have to prepare that not everyone will be likeminded peaceful as you, even in terms of peace times. There is always that threat to watch...

There will be a ship editor. there may not be a singleplayer version of it, that is what there is talks off.

Like mentioned above, just make a large "mothership" type vessel and you can make use of that rather than trying to make stations fly.
