    I wouldn't call a bit of rare fuel enough payment for forcing entire faction to show up at buttcrack of dawn to defend all their possession. The cost for attackers for not showing up to a staged battle they initiated should be equal or bigger than the cost defenders would pay if they didn't...

    You can bolt rockets together, but it doesn't really increase damage potential at all. They all gonna explode at the same point, and the explosion radius is not cumulative. You'd be better by sending tiny missile equipped ship that launch rockets close to the target and scatter/stagger them a bit.

    I'm not a fan of tiers, but at least it's not X1 X10 x100 like in some games/mods. Having T2 going for endurance, while T3 goes for speed is a nice touch as well. You could do the same with generators, by reducing T2 fuel consumption. Would give a reason to use them over T3

    I almost agree. Almost, because civ caps indeed seems like breaking more then fixing... but mil caps sound like really neat siege mechanics. Forcing attacker (so the initiating side) to put more on a stake than their target (who has no choice) will make warmonger factions think twice before...
